Britain and America have concluded a important commercial pact that will guarantee no import taxes on British medicine shipments entering the American market.

Agreement Details of the Accord

In exchange for the tariff guarantee, the UK has agreed to increase spending on pharmaceuticals through the NHS. This commitment secures that import taxes on these key products will stay at zero for a timeframe of the next three years.

This agreement is in response to earlier statements to hike tariffs on patented drug products, with figures mentioned as high as 100%.

"This arrangement with the United Kingdom reinforces the international landscape for innovative medicines and brings much-needed fairness to U.S.–U.K. drug exports," an announcement said.

Trade Significance

Drugs constitute one of the Britain's largest exports to the America, which is by far the largest destination for leading UK drugmakers.

Export figures reveal that in the one-year period to the end of last September, the UK exported medicines worth £11.1bn to the US. This amount represented a significant portion of all goods exports in that span.

"This deal safeguards jobs, boosts funding and sets the stage for the UK to emerge as a international leader for biotech and pharma," the Business and Trade Secretary commented.

Specific NHS Changes

The agreement entails several specific pledges from the United Kingdom:

  • Revised Affordability Limit: The UK will raise the cost ceiling at which it judges new treatments to be too expensive by twenty-five percent.
  • Increased NHS Spending: There is a target to raise overall NHS spending on drugs from 0.3 percent of Gross Domestic Product to 0.6 percent over the coming ten years.
  • Rebate Cap: The percentage manufacturers must pay back to the NHS to stay within budget will be limited at 15%. Last year, repayments topped 20%.

Industry Background

This agreement follows a long-running tension between the pharmaceutical industry and the ministers over spending levels and NHS adoption.

The disagreement were heightened by assertions that American consumers were charged a premium for the identical medicines than patients in the UK and Europe.

Recently, several major drug company projects in the UK have been paused or abandoned, while major expansions have been directed toward American operations.

The Science Minister publicly accepted that the NHS must invest a greater share on medicines, noting that its spending on drugs had decreased as a share of its total funding over the last ten years.
